Residential Placement Advisory Committee (RPAC)

For children and youth (0-18 yrs) who are living outside their family home in foster care, group care, or residential treatment settings, and for families who want to ensure placement decisions and plans are meeting the child’s needs and rights.

The Residential Placement Advisory Committee (RPAC) helps ensure children and youth receive appropriate care, have their voices heard, and are supported in the least intrusive setting possible while remaining connected to their home communities.

Through an independent review process, RPAC examines residential placements and treatment plans for children and youth living in licensed residential settings and other out-of-home care arrangements. Reviews assess whether clear goals, effective treatment plans, and discharge plans are in place and whether the placement continues to meet the child’s needs. Children, youth, parents, guardians, and service providers all have an opportunity to share their perspectives as part of the review. Reviews may occur as part of a mandatory process, when concerns or objections are raised about a placement or plan, or whenever additional review is considered beneficial. A committee of community members, service providers, and ministry representatives considers the information gathered and provides recommendations to support the child’s well-being, rights, and best interests.
